Raipur 25 February 2025: The third supplementary budget of Chief Minister Vishnu Dev Sai’s government was passed by voice vote in the Assembly today. Finance Minister O.P. Choudhary presented the third supplementary budget of Rs 19762 crore 12 lakh 42 thousand 523 for the year 2024-25. Including the said supplementary budget passed after discussion, the total size of the state budget in the financial year 2024-25 has become Rs 01 lakh 75 thousand 342 crore. This includes 1 lakh 47 thousand 446 crore passed as the main budget, Rs 7 thousand 329 crore in the first supplementary budget, Rs 805 crore 71 lakh 74 thousand 286 in the second supplementary budget and Rs 19762 crore 12 lakh 42 thousand 523 in the third supplementary budget.
Finance Minister OP Choudhary, while responding to the discussion on the third supplementary budget, said that the people of Chhattisgarh trust the guarantee of Prime Minister Narendra Modi. Just 12 days after the formation of the government, in accordance with Modi ji’s guarantee, the government paid two years’ outstanding bonus amount of Rs 3716 crore to more than 12 lakh farmers. He said that our government has procured 149 lakh tonnes of paddy this year at the support price, which is a record in itself. He said that paddy procurement ended on January 31 and within a week, a lump sum payment of Rs 12 thousand crore was made in the bank accounts of 25 lakh 49 thousand farmers. Making such a big transaction in the accounts of farmer brothers across the country is a history in itself, it is a record. Finance Minister Chaudhary said that I am proud to tell that through various financial reforms, we have received incentives of more than 6,000 crores from the central government, which is the highest in the country. This is a big step towards maintaining financial balance, increasing capital expenditure and accelerating development schemes. There has been good governance in Chhattisgarh in the last one and a quarter years. This is the reason that the people of Chhattisgarh have given their continuous support by expressing confidence in the government led by Chief Minister Vishnu Dev Sai. Finance Minister Chaudhary further said that we have brought a reformist budget with financial discipline. In the supplementary budget, a big provision has been made to fill the old deficits through financial discipline and reforms and to settle payment-liabilities while saving interest, so that there is no hindrance in development. Our aim is to take Chhattisgarh to the heights of progress with well-organized financial management. He said that Chhattisgarh Road Development Corporation, Chhattisgarh Housing Board and Police Housing together have a loan of about 3500 crores, which are running at high interest rates, in this supplementary budget we are making prepayment of these three loans. This will save interest of more than 50 crores per year. The Finance Minister said that to promote industrial activities, provision of additional budget has been made for the establishment of pharmaceutical park in Rajnandgaon district, Janjgir-Champa district and Nava Raipur Atal Nagar.
A provision of Rs 76 crore has also been made for the establishment of Industrial Institute, Engineering Park. A provision of Rs 34 crore has been made for the construction of Working Women Hostel in Raipur, Nava Raipur, Bilaspur. In the third supplementary budget 2024-25, 3 crores for police training schools, 145 crores for district hospital, 1 thousand 278 crores payable to retired pensioners, 320 crores for family pension, 500 crores for police, compensation of loss in food grain procurement to the State Cooperative Marketing Federation 600 crores, minor and minimum irrigation schemes 125 crores, service and value retirement award 37 crores, construction of anicut / stop dam 15 crores, 1 thousand 43 crores for Nava Raipur Atal Nagar Development Authority, establishment of new industrial areas 195 crores, community health center 86 crores, 2 thousand 250 crores for repayment of loan taken for construction work of roads, grant for free electricity supply to agricultural pumps 2 thousand 200 crores, supply of gram under Antyodaya Anna Yojana 451 crores, subsidy for relief in electricity charges to consumers A provision of Rs. 326 crore has been made for reimbursement of expenses incurred in procurement of food grains to the State Cooperative Marketing Federation. Rs. 600 crore has been made.
